Kitty Hawk beaches
Dogs are permitted on Kitty Hawk's public beaches year-round, with a summer daytime leash rule and generous off-peak freedom: outside summer daytime hours dogs may be off leash if they don't disturb others and the handler stays within 30 feet.
Season: Summer (Fri before Memorial Day – day after Labor Day), 10 a.m.–6 p.m.: leash ≤6 ft. All other times: 12-ft retractable, off-leash allowed if not disturbing others
The rules, verified

- Other times: leash retractable to 12 ft; off-leash allowed if not disturbing others
